I came and literally waited 10 minutes for the cashier to ring me up. She saw me in the front but continued to talk in the back at the changing room with another coworker .

The least chaotic Forever 21 I know. Fitting rooms are a little crazy, but lines are short. You'll always wait in line to check out, but employees are available if you need/fine them. Fairly well organized for fast fashion, and you'll always see someone organizing.
